13 Counties Reporting Record Rainfall Last Month

High temperatures and limited rainfall are fueling drought conditions across large swathes of the United States. According to the U.S. Drought Monitor, 18.1% of land area nationwide is currently experiencing a severe drought, and nearly 6% of the country is in an extreme drought. But as much of the Western United States grapples with dangerously dry conditions, other parts of the country have the opposite problem.

Nationwide, average rainfall in July 2025 totaled 3 inches, only about 0.2 inches more than the July average throughout the 20th century, according to the National Oceanic and Atmospheric Administration. In certain places, however, last month’s total rainfall hit new all-time highs, exceeding local averages by half a foot or more in many cases.

While above average rainfall does not typically result in disaster, when precipitation levels cross a certain threshold, the consequences can be catastrophic. In Kerr County, Texas, more than 100 people were killed by a flash flood along the Guadalupe River. Kerr County reported 9.4 inches of rain throughout July, about 7.2 inches more than is typical for the area in July. In Burnet County, Texas, five people were killed by floods, as July rainfall exceeded 8.8 inches, the most ever reported for the month since record keeping began 131 years ago.

Using data from NOAA, Climate Crisis 247 identified the U.S. counties where July rainfall totals hit a historic high in 2025. We reviewed total precipitation in July 2025 for over 3,100 counties and county equivalents, and identified those for which last month’s rainfall was the highest since record keeping began in 1895. All supplemental precipitation data is from NOAA. Population data are five-year estimates from the U.S. Census Bureau’s 2023 American Community Survey. Counties are listed in ascending order, based on the difference between total precipitation in July 2025 and the average July precipitation from 1901 to 2000.

The counties on this list span five states – Iowa, Nebraska, North Carolina, Texas and Virginia – and are collectively home to more than 359,000 Americans.
