Offshore wind energy faces significant setbacks as projects exceed budgets, underperform and, in one case, fail completely, halting an entire wind farm off Massachusetts. These challenges undermine the green energy sector, which depends on wind, solar, hydro and nuclear working together to counter reliance on fossil fuels.
