Two massive storm systems are threatening to dump inches of rain in several low-lying areas on the East Coast this week, raising flood risk to dangerous highs.

The National Weather Service has issued coastal flood warnings in 40 counties, representing 2.8 million Americans. While Key West is forecast to receive more than four inches of rain in the next 72 hours – the most of any city nationwide – the greatest coastal flood risk is along the farther north in cities like Virginia Beach and Newport News. A closer look at the data reveals the at-risk cities forecast to receive the most rain this week.

To determine the cities forecast to get the most rain this week, Climate Crisis 247 reviewed data on quantitative precipitation forecasts from the NOAA’s National Digital Forecast Database. Cities were ranked based on total forecast cumulative rainfall for the period September 17 to 19, 2025. Only cities with at least 25,000 residents under current coastal flood warnings, watches, or advisories from the National Weather Service were considered. Population data is from the U.S. Census Bureau.
