These Congressional Districts Have The Most Federal Climate Funding To Lose From Trump Policies

In 2022, the Biden administration passed the Inflation Reduction Act, an historic legislation that allocated approximately $370 billion to combat climate change through investments in clean energy, tax credits, and subsidies. The act spurred substantial investment in emissions-reducing projects throughout the United States, with some congressional districts reporting several billions of dollars in new green energy projects since the act went into law.

Last week, however, Trump’s new head of the EPA announced that the federal government would attempt to reclaim $20 billion in climate funding designated for greenhouse gas reduction projects. While the announcement is being met with strong opposition from Senate Democrats, the potential rescission of funds could put hundreds of critical environmental projects in jeopardy. A look at the congressional districts with the most unspent climate funding reveals which communities have the most planned investment at risk.
To determine the places with the most climate funding to lose, Climate Crisis 247 reviewed data on climate technology investment from the Clean Investment Monitor, a joint project of Rhodium Group and MIT’s Center for Energy and Environmental Policy Research that tracks public and private investments in climate technologies in the United States. Congressional districts were ranked based on the total amount of outstanding investment for climate tech projects that were announced after July 1, 2022, but have not yet been completed as of December 31, 2024. Investment totals include GHG emissions-reducing technologies that are eligible for tax incentives under the IRA across the manufacturing, energy and industry, and retail sectors. Supplemental data on spent climate investment and completed and announced facilities used to calculate the number of projects awaiting construction are also from the Climate Investment Monitor. Cities listed alongside congressional districts constitute the three largest cities within a district.
