In These Congressional Districts, Americans Pay the Most for Electricity

Across the United States, electricity prices have been climbing steadily for years. According to Electricity Price Hub, a utility rate database maintained in collaboration between Heatmap, MIT, and the Clean Economy Project, the average, per-kilowatt hour price of electricity increased by more than 33% nationwide in the last five years. Partially as a result, the average household utility bill was $137 in March 2026, about $23 more than in March 2021. 

Notably, the price of electricity varies across the country, and regional differences can be due to any number of factors, including generation and transmission costs, supply and demand, and government regulation. But the strain that utility bills can ultimately impose on household budgets is largely linked to usage. In the winter and summer seasons, residential heating and cooling can lead to meaningful spikes in monthly household costs. In 2025, for example, average monthly electricity costs peaked nationwide at $213.18 in July, up from a low-point of $119.75 in April.

Even though the U.S. is now well into the spring season, a time when electricity bills tend to be relatively low, there are still many parts of the country where monthly utility expenses for the average household are approaching or exceeding $200. 

Using data from Electricity Price Hub, Climate Crisis 247 identified the 10 states with the highest average electricity bills in March 2026. For each of these states, we also reviewed average electricity bills at the congressional district level, and listed the district or districts where utility bills were highest in March 2026. All state and regional data on electricity costs are from the EPC, and supplemental data on congressional representatives are from the United States House of Representatives directory. 

Among the states on this list, average electricity bills in March 2026 range from $169.53 up to $198.34. Within these states, monthly electric bills are as high as $245.72 in certain congressional districts.
