The city’s vulnerability to extreme heat, frequent hurricanes, flooding, and poor air quality places a severe burden on residents—both in terms of comfort and cost. McIntyre notes that recurring triple-digit temperatures and high air-conditioning expenses particularly impact lower-income communities, making climate resilience an increasingly urgent issue in Houston.
