Springfield, MA
Norwich-New London, CT

Notably, many of these cities are within a short distance of one another–inland in the northeast quadrant of the country. The areas from inland Massachusetts and New Hampshire through Connecticut, Ohio, Michigan, and Wisconsin rarely suffered from doubt or floods. The weather is usually temperate.

Over time, cities with weather problems, like Phoenix, Las Vegas, and Miami, will lose their popularity after being among the fastest-growing cities in America for over a decade.
